The Trading Floor shows that the price of a player has gone down, but the player is sold out. I thought prices were supposed to go up as players are bought. Is this a bug in the system?

No, this strange behavior isn't a bug. This situation may occur at the start of the season when the number of new teams buying their initial roster outweighs the trading activity of existing users. So, for example, if existing teams are all selling a player, his price will go down, but new teams may see this as a bargain and buy the player until he is sold out.

Remember teams that have bought their initial rosters are the price setters. These teams will determine whether prices go up or down. On the other hand, teams that have yet to buy a full team will not affect prices fully.  New teams will affect the quantity of players available as the teams enter the market.

We will do what we can to provide enough player inventories so that this situation doesn't happen very often.
